State v. Navarro

In State v. Navarro, 201 Ariz. 292, 34 P.3d 971 (App. 2001), a suspect in a shooting was detained and placed in handcuffs as part of a valid Terry stop, id. PP4, 17, but the Court found the encounter became consensual because the defendant had not been "confronted and surrounded" at the initial detention, his handcuffs were removed, and he agreed to accompany an officer to the police station to talk about the shooting and traveled with him to do so, unfrisked, in the front seat of the officer's police car. Id. P17.
