Bd. of Soc. Welfare v. County of L.A

In Bd. of Soc. Welfare v. County of L.A. (1945) 27 Cal.2d 90, the social welfare board was acting under its statutory mandate "as the single State agency with full power to supervise every phase of the administration of the public assistance plans for which grants-in-aid are received from the United States Government in order to secure full compliance with the pertinent provisions of Titles 1 and 4 of the Federal Social Security Act" ( Welf. & Inst. Code, 103.5) . . . ." (P. 101.) The court concluded that since the duty to administer the public assistance plans was imposed on the board by law, it must have a means to enforce its orders and therefore mandamus was appropriate.
