Belair v. Riverside County Flood Control Dist

In Belair v. Riverside County Flood Control Dist. (1988) 47 Cal.3d 550, the court held that the plaintiffs could not prevail on an inverse condemnation claim because they did not present "substantial evidence that the flooding from the levee failure was the result of any unreasonable act or omission attributable to defendants." (Belair, at p. 568, italics added.)
