Eye dog Foundation v. State Board of Guide Dogs for the Blind

Eye dog Foundation v. State Board of Guide Dogs for the Blind (1967) 67 Cal.2d 536 dealt with a highly specialized situation: a prohibition on charitable solicitations by anyone purporting to provide guide dogs for the blind unless the solicitor held a valid license from the defendant board. The court held that the special problems of the blind justified special legislation for their protection. The limitation was based on a purely objective standard, possession of a license as a guide dog provider, and required no exercise of discretion on the part of the licensing agency.
