In Guardianship of R. C. (1977) 72 Cal.App.3d 417, the director had apparently consented to and filed the petition for his appointment as guardian. Thereafter, the ward appealed upon the ground that the director's appointment as guardian of mentally disabled persons under section 416 was in conflict with the director's role as manager of the state mental hospital system.
