In Healdsburg Police Officers Assn. v. City of Healdsburg (1976) 57 Cal.App.3d 444, the court held that the granting of a peremptory writ of mandate was a final determination of the rights of the litigants and therefore constituted a final judgment within the meaning of Code of Civil Procedure section 1064, providing that a judgment in a special proceeding is the final determination of the rights of the parties therein.
