In re Charles B

In In re Charles B. (1986) 189 Cal. App. 3d 1204, the court considered the consequences of a violation of former section 366.2, subdivision (c) which stated that a social worker's report for a dependency review proceeding "shall" be filed and served a certain number of days before the hearing. The court found the section to be directory rather than mandatory, because it did not provide a penalty or consequence for non-compliance, and contained no suggestion of an intention to strip the court of jurisdiction in the event of its violation.
