Jess v. Herrmann

In Jess v. Herrmann (1979) 26 Cal.3d 131, the Supreme Court of California reasoned that the main objective of the financial responsibility law was to assure monetary protection to that tragically large group of persons who suffer grave injury through the negligent use of highways by others and to assure that the victim be actually compensated for his loss instead of having an empty claim against a judgment proof defendant.
