Parker v. Contractors State License Bd

In Parker v. Contractors State License Bd. (1986) 187 Cal.App.3d 205, the trial court granted a writ of mandate directing the agency to set aside its decision to suspend Parker's license. (Id. at p. 208.) However, the trial court failed to make a finding in its statement of decision as to whether Parker's conduct was fraudulent and willful, despite a specific request by the agency for a finding on that point. (Id. at p. 210.) Without such a finding, the appellate court could not determine the basis for the decision to discipline Parker and could not review the decision. (Id. at p. 211.) The appellate court reversed and remanded to the trial court to make the necessary findings. (Id. at p. 212.)
