In Samantha T. v. Superior Court (2011) 197 Cal.App.4th 94, the Court, noting that it was sympathetic to the Agency's argument a narrow interpretation of section 362.7 might prevent otherwise appropriate placements, held that a woman who had a long-standing and close relationship with the children's mother did not meet the definition of an NREFM because she did not have a familial or mentoring relationship with the children.
