In Sandco American, Inc. v. Notrica (1990) 216 Cal. App. 3d 1495, a new trial was granted because another judge's denials of motions to extend the discovery cutoff or continue the trial were erroneous, in light of Code of Civil Procedure section 575.2's proscription against imposing penalties for violations of local rules upon parties and the denial of the later discovery cutoff date conferred by law . . . .
