Skelly v. State Personnel Board

In Skelly v. State Personnel Board (1975) 15 Cal.3d 194, the Supreme Court held that due process of law affords a permanent employee certain rights before the effective date of dismissal. The court held that although a full evidentiary hearing was not required prior to disciplinary action, "as a minimum, these preremoval safeguards must include notice of the proposed action, the reasons therefor, a copy of the charges and materials upon which the action is based, and the right to respond, either orally or in writing, to the authority initially imposing discipline."
