Teall v. City of Cudahy

In Teall v. City of Cudahy (1963) 60 Cal.2d 431, a child was struck while crossing the street because of the timing of the signal cycles between red and green and the location of visible signals. "Pedestrians have a right to rely on traffic signals." (Ibid.) The only signal visible to plaintiff would lead her to believe the other signals would permit safe crossing, thereby creating an unreasonable risk of injury. Because the governmental entity had undertaken to control the intersection, it invited reliance on the intersection, and could be held liable if it created a dangerous condition in doing so. (Ibid.)
