City of Camden v. Civil Serv. Comm'n

In City of Camden v. Civil Serv. Comm'n, 129 N.J.L. 354, 29 A.2d 733 (1943), aff'd 130 N.J.L. 532, 33 A.2d 900 (E. & A.1943), the court stated: "The power of the municipality to prescribe quoting the Civil Service Act 'the terms of office or employment of all officers and employees' is a qualified power, limited by the phrase 'except as otherwise provided by law'. If the provisions of R.S. 11:1-1 et seq. provide otherwise as to the term of office of a given type of employee, then the municipal ordinance must give way to the general legislation."
