In In re Parlow, 192 N.J. Super. 247, 249, 469 A.2d 940 (App.Div.1983) the Court held that the Civil Service Commission improperly relied on an employee's service record, which was not admitted into evidence before the ALJ, in rejecting the ALJ's decision. The Court observed that there was no notice to the parties or opportunity for rebuttal.
