In Matawan Regional Teachers Association v. Matawan-Aberdeen Regional Board of Ed., 223 N.J. Super. 504, 507, 538 A.2d 1331 (App.Div.1988), the Court expressly rejected the contention that the Legislature merely established a minimum number of affirmative votes requisite for agency action, cautioning that: Depriving the majority of its authority and responsibility to govern in favor of broader consensus carries the risk of inaction where action is warranted.
