In Kennedy v. Mossafa, 100 NY2d 1 [2003] the Court held that the owner's interests must be balanced against the State's interest in collecting delinquent taxes. A determination whether the municipality's notification procedures were reasonable when the status and conduct of the owner are taken into account.
