In Matter of Mead, 221 AD365 (4th Dept 1927), the chairperson was the only individual authorized under the party rules to issue a call of a special meeting upon the written request of one-third of the membership (id. at 366). Where members of the committee met without the chairperson calling the meeting, the Appellate Division Fourth Department determined that the meeting was not convened in accordance with the rules and no valid action of the committee was taken at such meeting (id.).
