In Matter of Meyer v. New York State Div. of Hous. & Community Renewal, 192 AD2d 375 (1st Dept 1993) the Court held that a direction by DHCR for a repayment over a 12-month period was "grossly inequitable as to render this aspect of the decision arbitrary and capricious," and directed that the repayment period for $ 8,140.97 be increased to 48 months.
