In Matter of Teich v. Buchheit (221 AD2d 452 [1995]), the Appellate Division, Second Department, held that where the proposed plan was part of an overall plan for expansion, the failure to consider the proposed plan "in the context of the larger plan of which it was an integral part. . . constituted an improper segmented review."
