An Award Under the Pennsylvania Human Relations Act

In Consol. Rail Corp. v. Pennsylvania Human Rels. Comm'n, 136 Pa. Commw. 147, 582 A.2d 702 (Pa. Cmwlth. 1990), the Court recognized "the legislature has given the Commission broad remedial powers to cope with the problem of discrimination." Id. at 708. "The expertise of the Commission in fashioning remedies is not to be lightly disregarded." Id. "We may only upset the Commission's award if we find it is an attempt to achieve ends other than the stated purpose of the Pennsylvania Human Relations Act." Id. An award under the Pennsylvania Human Relations Act serves not only to restore the injured party to pre-injury status, but also to discourage future discrimination. Parks; Williamsburg Cmty. Sch. Dist. v. Pennsylvania Human Rels. Comm'n, 99 Pa. Commw. 206, 512 A.2d 1339 (Pa. Cmwlth. 1986).
