In In Re Franklin Town Project Philadelphia, 19 Pa. Commw. 272, 339 A.2d 885 (Pa. Cmwlth. 1975), the Court held that objections to security pursuant to Section 406(a) of the Eminent Domain Code must, of necessity, go to sufficiency of the security and not to the form. The incisive inquiry for the trial court is whether the security posted is: (1) readily accessible, and; (2) sufficient, in a quantifiable sense, to satisfy the condemnation damages. Our courts have routinely undertaken a sensible approach, with the objective being to evaluate the proposed security and the financial status of the condemnor, to assure that those funds will be available for disbursement.
