Slippery Rock Area School District v. Pennsylvania Cyber Charter School

In Slippery Rock Area School District v. Pennsylvania Cyber Charter School, 975 A.2d 1221 (Pa. Cmwlth. 2009), the school district did not include four-year olds in monthly payments to the charter school, resulting in underpayments. The Secretary withheld subsidies from the school district and paid them to the charter school because the school district had "failed to pay the charter school for the full amount required under the formula."
