In Wilkes-Barre Area Educ. Ass'n v. Wilkes-Barre Area School District of Luzerne County, 105 Pa. Commw. 165, 523 A.2d 1183 (Pa. Cmwlth. 1987), where a union had organized a series of selective strikes against a school district after efforts failed to reach a new agreement and the trial court had issued a preliminary injunction against further strikes, the Court pointed out that the case was technically moot but it would not dismiss on that basis as the case involved "'a question that is capable of repetition but likely to evade review if the normal rules on mootness are applied.'" Id. at 1185.
