In Dallas v. Moreau, 697 S.W.2d 472 (Tex. App.--Dallas 1985, no writ), the court of appeals held that an appropriate law enforcement authority must have: (1) the power and duty under the law to decide disputes concerning the lawfulness of the matter being reported; (2) the power and duty to order a halt or a change in the matter reported; (3) the power to legislate or regulate with respect thereto; or; (4) the power to arrest, prosecute, or otherwise discipline on account of the alleged violation being reported.
