In Carr v. State, 127 Ind. 204, 26 N.E. 778, 779 (Ind. 1891), the court explained that "creditors who accept the obligations of a State are bound to know that they cannot enforce their claims by an action against the State directly .... Whether an appropriation shall or shall not be made is purely a legislative question."
