In Burford v. State, 845 S.W.2d 204, 208 (Tenn. 1992), the supreme court held that, in certain circumstances, due process prohibits strict application of the statute of limitations in a post-conviction proceeding. Specifically, the applicable time period must provide the petitioner a reasonable opportunity to have the claimed issue heard and determined. Id.
