Negligent Backing Out of Parking Space Accident In Delaware

21 Del. C. 4133 states that the "the driver of a vehicle about to enter or cross a roadway from any place other than another roadway shall yield the right-of-way to all vehicles approaching on the roadway to be entered or crossed". 21 Del. C. 4176: (a) states that "whoever operates a vehicle in a careless or imprudent manner, or without due regard for road, weather and traffic conditions then existing, shall be guilty of careless driving." Subsection (b) states that "whoever operates a vehicle and who fails to give full time and attention to the operation of the vehicle, or whoever fails to maintain a proper outlook while operating the vehicle, shall be guilty of inattentive driving". 21 Del. C. 4184 (a) states that "the driver of a vehicle shall not back the same unless such movement can be made with safety and without interfering with other traffic".
