In Advisory Op. to the Att'y Gen. re Ltd. Casinos, 644 So. 2d 71, 73 (Fla. 1994), the amendment authorized a limited number of gaming casinos in various counties in Florida. See Advisory Op. to the Att'y Gen. re Ltd. Casinos, 644 So. 2d at 72. A separate section of the amendment provided that the Legislature would implement the amendment by passing legislation to regulate, tax, and license the casinos. See id. at 73. The Court held that the section pertaining to the legislative implementation was "incidental and reasonably necessary to effectuate the purpose of the proposed amendment and did not violate the single-subject requirement." Id. at 74.
