In City of Florence v. Owen Electric Cooperative, Inc., Ky., 832 S.W.2d 876 (1992), the supreme court held that a rural electric cooperative had the exclusive right to furnish retail electric service to all electric customers located within its certified territory as awarded pursuant to KRS Chapter 278, including those portions located within recently-annexed areas of the City of Florence.
