Agins v. City of Tiburon

In Agins v. City of Tiburon, 447 U.S. 255 (1980), the Court had rejected a takings claim as unripe where the petitioner had failed to submit development plans. "Because the appellants have not submitted a plan for development of their property as the ordinances permit, there is as yet no concrete controversy regarding the application of the specific zoning provisions." 447 U.S. at 260, 100 S. Ct. at 2141.
