Andrus v. Glover Construction Co

In Andrus v. Glover Construction Co., 446 U.S. 608, 100 S. Ct. 1905, 1910 (1980), a statute listed 15 exceptions to a general rule, the fifteenth of which applied to the given situation. Elsewhere, the statute prohibited the specific contract at issue unless it was authorized by one of a subset of the 15 exceptions. The fifteenth exception was not included in this subset. Andrus, 446 U.S. at 615-16, 100 S. Ct. at 1909-10. The Court therefore held that the fifteenth exception could not be implied with respect to the contract, as the exception was explicitly mentioned in one place and omitted in another. Id.
