In Wheeler v. McPherson, 2002 UT 16, 40 P.3d 632, the Court reasoned that, "'where the government grants statutory rights of action against itself, any conditions placed on those rights must be followed precisely.'" Accordingly, "compliance with the Immunity Act is a prerequisite to vesting a district court with subject matter jurisdiction over claims against governmental entities." Id.
