In In re Handy, Vt. , 764 A.2d 1226 (2000), the Court held that a permit statute which "provides absolutely no standard or guidance" for the exercise of discretion is unconstitutional. The Court recognized, however, "that a standard sufficient to save the statute can be general, and can be derived from historical usage." Id.
