In In re Molgano, 163 Vt. 25, 653 A.2d 772 (1994), the Court decided that conformance with a town plan, an Act 250 state land-use permit requirement, should be measured as of the start of the development process in the town for consistency of local zoning or subdivision review with Act 250 review.
