Hess v. Arbogast

In Hess v. Arbogast, 180 W. Va. 319, 376 S.E.2d 333 (1988), the Court observed: "Under W.Va.R.Evid. 803(8)(C), the contents of a public report, record or document are an exception to the hearsay rule and are assumed to be trustworthy, unless the opponent of the report establishes that the report is sufficiently untrustworthy."
