In Ours v. West Virginia Department of Motor Vehicles, 173 W. Va. 376, 315 S.E.2d 634 (1984), the Court explained: "As a general rule, accident reports are admissible under the official records exception to the hearsay rule if they meet certain criteria calculated to insure their reliability and trustworthiness."
