In Arychuk v. Star Valley Ass'n, 997 P.2d 472 (Wyo. 2000), it is clear that this court deliberately decided the issue before it on a very narrow basis through reference to Wyo. Stat. Ann. 17-19-302(a)(i). The case involved a settlement between the Developer and the Association over the conveyance of the culinary water system. We determined that, in that limited instance, any conflict between the general powers authorized to the Association under the Act and the DCCRs would be resolved in favor of the strong public policy which favors settlement of litigation. Id. at 479.
