In Saldana v. State, 846 P.2d 604, 622 (Wyo. 1993), the Court identified six "non-exclusive neutral criteria" for consideration in analyzing a claim under the state constitution: the textual language of the provisions; differences in the texts; constitutional history; preexisting state law; structural differences; matters of particular state or local concern.
