In Squillace v. Kelley, 990 P.2d 497 (Wyo. 1999), the Court declared the statute unconstitutional as an invasion of the constitutional powers of the judicial branch of government. Id. at 501. Squillace reversed an order for sanctions and remanded for further proceedings in accordance with the opinion. Id.
